A scoop neckline is large enough to allow one's body into the garment; once in, hooking the shoulders over keeps it up. It can be different heights at the front or back, and typically only needs finishing with elastic sewn along the neckline edges.
Taken to the extreme, a scoop neckline turns into bib cycleshorts - cycleshorts with braces (suspenders) instead of elastic.
